Add topicI first encountered this expression as the title to Chapter 24 of E.J. Mishan's textbook Cost-Benefit Analysis (Praeger, 1976), although footnote 1 of that chapter indicates that the chapter was originally written as early as 1968. In either case, his use of the expression appears to predate considerably the reference cited in this definition. In the introductory paragraph to his chapter, Mishan also indicates (p. 160) that "...several conscientious economists..." had previously employed this same expression to characterize the mixing of crude and refined information or analysis in approximately equal parts.
