The OED knows an obsolete word fuster meaning a saddle tree maker, so perhaps "fustering" is saddle tree making. However, all of the instances of "fustering" I can find at the link you provided are scannos for ſuffering. —Aɴɢʀ (talk) 23:02, 8 December 2015 (UTC)

Except this one, where it seems to mean something like "cascading". That appears to be a nonce word; I can't find any other hits for "fuster down", "fusters down", "fustered down", or "fustering down". —Aɴɢʀ (talk) 23:05, 8 December 2015 (UTC)

• Limiting the search to the 20th century turns up plenty of hits that aren't long-S scannos.  :)   Some are instead scannos of fostering, but there appear to be enough instances of fustering for citation purposes. ‑‑ Eiríkr Útlendi │^{Tala við mig} 00:10, 9 December 2015 (UTC)
