I don't think meaning #3 and meaning #5 are actually different. Clearly, #5 higlights usage in the context of British politics, but it is used in basically the same way with regard to European Union politics so #3 and #5 should be combined, since it is a neutral term that can be used for any single nation's politial framework or any supra-national political framework (e.g., EU).--达伟 21:10, 15 June 2010 (UTC)
