Not a word, and erroneously propagated in electronics by engineers (that seemingly do not think the English word matters). The opposite of "assert" is "negate", and is proper to describe the active and inactive state of a signal, respectively.
- If people use it, it's a word. It may not be logical, it may not be the best way to say it, but a descriptive dictionary such as Wiktionary has to include it. 03:08, 26 June 2019 (UTC)
