Does constructive criticism imply providing a solution?

I find the wording "suggestions for improvement" to be suggestive that, to qualify as "constructive", criticism must not just helpfully point out a issue, but also provide a solution.

This wording "suggestions for improvement" in itself appears to conflate "suggesting that something could/should be improved" with "suggesting how to improve it".
