I can only find usage between August 2017 and June 2018, most quoting Michael Eric Dyson's (8/12/2017) opinion piece in the New York Times. See Citations:bigotocracy. (Some apparently non-Dyson uses on the web are actually copied from that piece, sans citation.) This appears to be a hot word that cooled without gelling.
