arrested doesn't have to be past tense or past participle it can be prestent tense "he is getting arrested" or future tense "i hope he gets arrested"
- That's the passive voice. The passive voice can take an -ed when being formed. See, "being formed". Not a past tense. — Vildricianus 12:17, 7 July 2006 (UTC)
