Is this term simply legalese or well defined category in codified law? If the latter, there might exist official translations. Otherwise, I'd translate this word by word as "Außergerichtliche Konfliktlösung" or "Außergerichtliche Streitbeilegung" which give search results meeting our definition from official offices, but there does not seem to be one fixed form.
