Add topicI wasn't sure how to mark this for part of speech. "Idiom" might have been good — we've used it elsewhere — but I'd prefer to use the category. It's generally used with some form of be, as in the example given, so in that sense it seems adjectival. But it could also be adverbial, as perhaps The numbers drifted all over the board as the night went on. I could also see it used, hyphenated, in a more clearly adjectival context: I find all-over-the-board results like these very frustrating.
