I doubt that Vietnamese "á-lô" is intended to sound like English "hello". I find it much more plausible that it's intended to sound like French "allô" or Portuguese "alô". Vietnamese has had little influence from English (Vietnam is not anything like Japan), while its current orthography and several loanwords derived from Portuguese/French, first through missionaries and then through French colonial rule (e.g., "xăng-ti-mét", centimeter, is very obviously from French [sA~ti"mEtR] and not from English ["sent@'mi:t@]).
