Tso-ch'üan

This Wade Giles form seems rare, which is probably related to the fact the ROC continued the 'Liao County' naming. Also, it's hard to find examples because of the overlap with Zuozhuan.

Zuo Quan and Zuoquan

Zuoquan/Tsochuan seems to be the preferred form, which is consistent with normative formatting of county names in China. However: To my logic, the county's name should/ought to be written as "Zuo Quan" County since it is named after a man named Zuo Quan. Jim Wells County, Texas is not named Jimwells County.
