I haven't heard this, and I live in Greater London. It could do with some quotes (if there are any), I think. Central London can be referred to as "up town" from a suburban point of view, however. DonnanZ (talk) 23:50, 28 October 2019 (UTC)Reply

This is a traditional or poetic or nostalgic phrase. (The example that immediately comes to my mind is from the lyrics of the song: "Maybe it's because I'm a Londoner / That I love London Town".) Mihia (talk) 01:14, 29 October 2019 (UTC)Reply

Usage seems very mixed on this point. Ngrams results show "London town" and "London Town" neck and neck over recent years. These results may be slightly distorted by capitalisation of headings, or by "London town/Town" not actually being a phrase (or this phrase) in the context, but they may nevertheless be roughly correct.
