Governed by WT:NSE and therefore up to editors. This name is not transparent from the parts: it could be a reserve of wheat or raw materials; it does not make it clear this is a banking organization. It may be deleted by those who want to delete nearly all names of organizations even if named nontransparently. Federal Reserve System was deleted as allegedly being Federal Reserve + System.
