Green's Newspeak (1984) has a financial sense that was apparently derived from the similar definition in the publication below:

1976, Directors & Boards (volumes 1-2, page 18)
A “black book” is similar to a prospectus, except that a “black book” is not for a public offering and is apt to include information not supplied in a prospectus, i.e. profit/sales projections. It may exclude certain items generally included in a public prospectus.
