Possible definition

It looks like this character is a nonce semantic variant of pù 曝 "expose to the sun; reveal" in the fish-related context of 曝鰓 "expose one's gills" (often used as a shortening of the idiom, 曝鰓龍門, metaphorically meaning something like "facing an insurmountable challenge") because 𩸬 only appears in the context of 𩸬鰓.
