[edit]In short, it is not. Sure, the kaiti form does have the wavy stem, but it is not the same kind. It does not have hard edges like ⻎. it is smooth like the curved strokes found in 阝. I think it is misleading to describe it as such, because in kaiti it is much closer to ㇇) than ㇇㇇ which is the tc standard form. I also think that this particular part of the standardization was a bad decision made by people who didnt know much about han typography, but that's besides the point.
