Relationship between 牛 and 牯

Did they make this character (牯) to represent the fangyan pronunciation of 牛 in Mandarin? (Min Nan: gû) If true, 牛 is a semantic and a phonetic, while 古 is purely a phonetic? 形聲兼"聲聲"字 --Geographyinitiative (talk) 22:31, 20 March 2019 (UTC)
