Keep. This is a calque, 海賊 by itself does not mean "(one who makes or consumes) unauthorized duplication of a protected work". Nardog (talk) 01:35, 5 December 2017 (UTC)

I think I lean towards Nardog on this one. Although English pirate could mean the consumer of such content, I don't think I've run across Japanese 海賊 (kaizoku) used in that way.

Keep. As Nardog clearly said, 海賊(かいぞく) (kaizoku) doesn’t mean a pirated version or pirating. It is always 海賊版(かいぞくばん) (kaizokuban). I suppose most Japanese speakers simply don’t know why it is called so. — TAKASUGI Shinji (talk) 00:55, 27 January 2018 (UTC)
