English vs. Chinese saying?

Which came first? or were they developed independent of one another? The Chinese etymology feels incomplete without addressing this, at least given that the entry is on the English wiktionary site, and feels incomplete regardless by just addressing the terms 魚 and 漁s’ homophony which is not necessarily the saying’s origin.
