封丘 seems like a simplified form of 封邱. In 1955, 邱 was considered an alternate form of 丘.

In 1988, 邱 was brought back for use in surnames.

In the 2013 Table of General Standard Chinese Characters, 邱 is not connected to 丘 (no "only surnames" restriction).

An old book and an old map say 封丘 was once written as 封邱. Local businesses in the area still use 封邱.

The area government uses the form 封丘 today.

So 封邱 is a former (or current?) traditional form, an alternate form and also the former name of the town?
