Thanks. It appears that 後漢書 uses 製裁. GXDS entry here. Plus zh:製裁. But then MoE 制裁 (sense of "prohibit") points to 資治通鑑 (Song dynasty). Hongthay (talk) 07:39, 19 April 2017 (UTC)
