@Suzukaze-c, Justinrleung, Wyang, Tooironic I would like to argue that this expression is a SoP in MSMandarin, as the senses of 出 and 齊 that are used in Suzukaze-c's example can be used alone freely.

I can think up some sentences in which they are used alone.

出（means "to publish; to come out" in Suzukaze-c's example sentence):

• J. K. Rowling的新書出了。
• 新的iPhone又出了。
• 關於這方面的政策馬上要出了。

齊 ("all; complete"):

• 意大利的歐元硬幣我收集齊了。
• 人齊了。
• 東西預備齊了。（From 現代漢語詞典）

@Suzukaze: Could you include more context for that sentence? There are different ways to interpret it.

齊 is productive as a complement. Some of those constructions may be includable, e.g. 到齊, 湊齊, compared to other not so idiomatic ones: 給齊, 寫齊. Wyang (talk) 07:58, 5 August 2018 (UTC)
