Runic letters are always transliterated as small. It's convention only to use capitalization for rarer runes, in this case ᛡ (ᴀ) and ᛦ (ʀ). However the normalization (that is between the slashes) has a capital since this is a proper name. ᛙᛆᚱᛐᛁᚿᛌᛆᛌProto-NorsingAsk me anything 19:11, 23 May 2023 (UTC)Reply
@Mårtensås I see, though "normalization" has /ʀ/ as well as far as I see, and per T:link/documentation |ts= should address pronunciation, which would make this case mean that /H/ would be a separate sound from /h/.
