@Fenakhay would you say that the romaji transcription of a word is "not japanese"? is the pinyin for a character "not mandarin"? how about the bopomofo? This diacritic is specifically used in order to make arabic letters transcribable, and is only ever used when transcribing arabic text. i'm pretty sure that makes it arabic.
