Sense development "country" → "native land, homeland" → "fellow countryman" → "strange, odd"

This note is puzzling. How does it make sense for one to view one's fellow countrymen as strange and odd? On the contrary, it's more likely that it could also mean "one from (another) country", hence someone strange - cf.
