[edit]I can't understand this: "absolutely poor (literally: "naked") (but implied to be smart)". What does "implied to be smart" mean? "Absolutely poor" sounds like a person who is penniless, but "implied to be smart" makes it sound like he is not penniless at all, but he is very intelligent. Brown, Per utramque cavernam: Yes, it's sort of street-smart because "necessity is the mother of invention", which is го́ль на вы́думку хитра́ (gólʹ na výdumku xitrá) in Russian where го́лый (gólyj) also means "poor".
