Mandating stress accents with multiple ё's

@Benwing2 @Atitarev @Thadh This name got me thinking: should we mandate marking primary stress when a word has multiple ё's? It's not obvious (even if it's regular, which I'm not sure it is). Also, we need to update the transliteration and (probably) pronunciation modules to handle more than 2 in a single term:

  • I've been able to finagle the pronunciation by putting a circumflex on the second syllable, because otherwise it was putting primary stress on the second as well as the third syllable (which is clearly wrong). It was also reducing the first syllable (which it shouldn't for this term), so I had to put a circumflex on that as well, but I don't know whether that reduction makes sense as the default for non-primary ё's.
  • The translit module currently puts a primary stress mark on every ё except the first, which should of course be overridden by an explicit primary stress mark. I can probably fix that one myself.

@Theknightwho, @Benwing2, @Thadh: Yes, we should require a stress with multiple ё's.
This kind of words rather rarely settle in Russian when they become widespread, since letter "ё" is not mandatory, so eventually they often shift to "е", which affects the pronunciation as well Пхёнъян -> Пхеньян, рёнтген -> рентген or change the spelling to "ио" or "йо": Токио, Иокогама, Киото, Тойота.
