That guide just deals with the basics. Since Icelandic sometimes is used instead of Old Norse, ø and ǫ are sometimes both written as ö. And of course, in some Old Norse words, ø and ǫ are variant forms, and then it doesn’t seem like it would matter. But we shouldn’t write ǫrendi instead of ørendi, because these are in fact different sounds, and they can have very different origins and descendants.
