[edit]May I suggest another possible reconstruction, *Waluburgz, based on the attested Greek form, Βαλουβουργ.
In support of the proposal, I cite Old English Æþelburg, Cūþburg, Cyneburg, Hēahburg, Hereburg, Hildeburg and Wærburg — OE burg is a widely recognised element in female personal names.
The question arises, whether PGmc would use *-burgz in its original form as a consonant stem, or make it a feminine ō-stem.
Again, I think the Greek attestation resolves that: Βαλουβουργ is *Waluburgz, otherwise it would be Βαλουβουργα. The actual text on the ostrakon reads Βα̣λουβουργ Σήνονι* σιβύλλᾳ, all in the dative (ᾳ not α). No effort is made to make the name a Greek first declension noun.
