Dubious etymologies

I don't understand. How could the proto-Celtic *dubros have given Durius in Latin in Portugal or Galicia, when he gave Dubris for Dover in England and Duvero / Dovera for Douvres in France. I see no reason for the /br/ group to change to /r/ in Latin or in Galician-Portuguese. On the other hand, an Indo-European or pre-Indo-European root Dor- / Dur- is well identified by other specialists in the names of European rivers, for example Durantia, the Durance in the south of France.
