Perhaps a variant of Cleveley, through an irregular development, or a possibly a habitational surname from a lost or unidentified place in Hampshire, from Old English clǣfre (clover) + lēah (woodland clearing, glade) and thus equivalent to clover +‎ -ley (lea).
