- With the help of these repressive forces, Chang Ch’un-ch’iao’s regime managed to weld some unity in the administration. The Shanghai Revolutionary Committee was little more than a name, for it lacked mass support and roots in the districts and suburbs of the municipal areas. To remedy this, the formation of local Revolutionary Committees was given top priority. By the time I left in April, two key districts had set up such committees — the downtown area of Whangpoo and the western district of Changning.
Opposition was still strong in the city. In Changning District, where I lived, it took weeks of argument and compromise to get a workable committee set up.
