when the driver sits on or ahead of front wheels it is full forward control(The engine is inside the driver's cabin).When the driver sits behind the front wheels it is normal control(Engine is outside the driver's cabin) and when part of the engine is inside the driver's cabin and remainder outside ,it is semi forward control.The main criteria is visibility to the driver and obviously kind of control the driver would have.
