[edit]This letter is turned upside down (see essë nuquerna), when it carries an ómatehta (vowel sign).
Originally this letter was called ázë, when it represented the sound [z]. It's pronuncation shifted to [r] as well as the letter name to árë. Eventually that sound is spelled with rómen and this letter was reassigned to represent ss.
