- 師範學校は二級に分る。一は初等師範學校にして、各縣に男女一校づゝありて初等敎員を養成す。二は高等師範學校にして、これに、高等小學校・初等師範學校の敎員を養成するものと、高等普通敎育の敎員を養成するものと二種あり。
- Shihan gakkō wa ni-kyū ni wakaru. Ichi wa shotō shihan gakkō ni shite, kakuken ni danjo ik-kō zutsu arite shotō kyōin o yōsei su. Ni wa kōtō shihan gakkō ni shite, kore ni, kōtō shōgakkō shotō shihan gakkō no kyōin o yōsei suru mono to, kōtō futsū kyōiku no kyōin o yōsei suru mono to ni-shu ari.
- A normal school is divided into two levels. The first is an elementary normal school, one for men and one for women in each prefecture, which trains elementary teachers. The second is a higher normal school, which is further divided into two types: one to train teachers for higher elementary schools and elementary normal schools, and the other to train teachers for higher general education.
