Etymology

ဦး (u:, sir; head) +‎ လေး (le:, heavy; to attach importance to).

The "be hesitant" sense is separated by MED, though also considered etymologically equivalent to the "uncle" sense ("heavy sir" vs "going heavy in the head = hesitant").
