[edit]From สุข (sùk, “health; welfare; well-being; etc”) + อภิบาล (à-pí-baan, “to administer, to govern; to guard, to protect; etc”); perhaps calque of English sanitary authority. Cognate with Khmer សុខាភិបាល (sokhaaphibaal), Lao ສຸຂາພິບານ (su khā phi bān).
