Relative noun (nisba) composed of فِسْق (fisq, going out of one’s shell) +‎ ـِيَّة (-iyya), a phono-semantic matching of Aramaic ܦܣܩܝܢܐ (pesqīnā, pool), from Latin piscīna, and the “batten, lath” word apparently from a not exactly attested sense of ܦܣܩܝܬܐ (pesqīṯā, bandage, swathe; bandelet) from Latin fascia.
