It seems to be used in 砵蘭 (Portland) as a stand-in for the syllable, "Port" (蘭 being "lán"). See, e.g., 2007, 黎誌添 (Lai Chi Tim), 廣東地方道教研究 (Guangdong local Taoist Studies), page 177:
9 、郭道院 砵蘭街
10 、鄭梯道院 砵蘭街
11、清華道院 砵蘭街
12 、金玄道院 砵蘭街

Translated:
9, Guo Tao Yuan Portland Street
10, Zheng stairways Portland Street Hospital
11, Qinghua Road House Portland Street
12, Kim Hyun Road House Portland Street.
Clearly this does not constitute the word, "syllable", but perhaps that was intended to indicate use as a syllable in transliteration. bd2412 T 13:06, 2 August 2013 (UTC)Reply
