To call the attention of someone in a discussion page, just link the name of the author, as in [[User:Example]] or use templates such as {{ping|Example}} and {{reply to|Example}}.
This generates a notification for the linked user, provided your comment was sent as described in Manual:Echo. Visit the linked page for details.
